Is Bulgaria safe
for families with kids?

Yes. It is the least familiar destination on our site to most US parents, and that unfamiliarity is about tourism infrastructure, not risk.

The honest answer

Less touristy is the point, not a warning sign.

Part of Bulgaria's appeal is that it has not been smoothed over for Western tourism the way much of the rest of Europe has. That means setting a few expectations rather than treating it as a risk: sidewalks can be uneven for a stroller in older areas, and English is less universally spoken outside tourist zones than in, say, Amsterdam or Paris.
